The 0PN Policy Working Group develops the rules, conformance tests, and regulatory coordination patterns that model Digital Public Transparency Infrastructure (DPTI) .

We focus on the governance question behind every system interaction: can an individual independently see what applies in a given context, and can those rights be exercised based on public law and fit-for-purpose standards—before identification, collection, use, or transfer?

Our Approach "Whats your Authority?"

Privacy rights cannot be exercised if the relevant controller identification and notice terms are not independently inspectable in the moment they matter.

0PN Lab Policy Group treats digital transparency as the infrastructure layer that allows people and regulators to:

  • see what is happening,
  • know what rights apply,
  • choose who to trust,
  • and secure themselves through enforceable constraints.

Current priorities (Q1 2026)

  1. Community Alignment and Liaisons: Introducing notice-first sequence integrity and evidence semantics to DPV and semantic policy community.
  2. Required notices / notifications / disclosures matrix (Convention 108+ baseline; GDPR as regional profile) - Standard machine readable format
  3. Identifier binding as a governed disclosure event (not a hidden technical side effect)
  4. Public conformance tests for timing, notice binding, receipt availability, recipient transparency, and identifier binding permission
